Developing Sustainable Livelihoods through Technical and Vocational Education and Training (TVET) Toolkit

Why this toolkit?

The Toolkit supports the UNESCO Strategy for TVET (2016-2021). It has three priority areas: fostering youth employment and entrepreneurship, promoting equity and gender equality, and facilitating the transition to green economies and sustainable societies.

Although TVET is an established part of the educational system in many countries, the COMMEET approach to TVET goes beyond simply engaging with existing courses. The COMMEET approach takes a holistic view of livelihood development within a community. It requires any TVET activity to contribute to the sustainable future of the community by supporting one or more of the SDGs. Besides, it requires that any economic activity undertaken by individuals graduating from TVET should align with circular economy principles.

Solution For All Communities

What is the purpose?

This Toolkit focuses on developing sustainable livelihoods through technical and vocational education and training (TVET) in a community context. It advocates the use of COMMEET’s strategy on community engagement and empowerment to help bring about the changes they desire in line with the UN’s SDGs.

Who needs it?

It is designed to support community groups who have identified a need to develop technical, vocational and entrepreneurial knowledge and skills, to contribute to the viable and sustainable future of their communities.

COMMEET

What is in the toolkit?

This 36-page toolkit provides information, ideas and examples of how groups can achieve success in TVET. The main part is a practical guide to using the COMMEET 10-Point Plan. The ten steps are supported with practical activities, links to further information and examples drawn from diverse community contexts.

Summary of the COMMEET 10-Point Plan:

STEP 1: Form a group of stakeholders. (Identify those with an interest in or who will be impacted by the activities of your group)

STEP 2: Agree on your values and ways of working. (What motivates you to be a member?)

STEP 3: Identify the issues the group wishes to tackle. (Agree on initial priorities. You can become more ambitious later)

STEP 4: Become part of a Community Development Agenda. (Are there community networks you can join?)

STEP 5: Finding your role in the community’s development agenda. (What added value are you bringing to the community’s plans?)

STEP 6: Action for the community. (Creating a programme)

STEP 7: Build support and capacity. (Launching the programme to the wider

community)

STEP 8: Maintain, monitor and evaluate. (Ensuring the desired progress is maintained.)

STEP 9: Assure the Group’s future. (How to survive in the long term.)

STEP 10: Share the group’s learning. (Spreading your knowledge and skills beyond the immediate audience).
